A "good eye" means that you view even the bad in a positive light, to find merit in the wicked. A "bad eye" means you view all in a negative light, to find even the righteous guilty of sin.

Thus the the judges are called the "eyes of of the congregation", as they must balance these two viewpoints to find the truth between them. With the king, breing the ultimate arbiter of this concept, "the king in judgment, your eyes should see"
