Who owns the rain?

If the key of rain is on in the hands of Hashem, why does it say that Hashem "sends water on upon outside"? The "sending" implies through a messenger.

Rather we must make a distinction between 
the "water," to outside of Israel, and "rain" given by Hashem himself, in Israel.

With this we can understand the statement the "getting ones livelihood is greater than the redemption." The holiday of the redemption is Pesach while it is in Tishrei that we are judged on water and livelihood for the year. However, the "malach hago'el" a redeeming angel is not as high as when Hashem "I (myself) will give the rain" 
(Seemingly, Pesach also has a higher level of redemption as well, "I and not an angel etc.")
