The fire breathing Ox
Yisrael are compared to the grass of the field, of, "chakal tapuchin kadishin" - the holy Esrog orchard.
The "ox" burns the the field with the fire of gehinom that flares from its nostrils, burning up the souls, the "grass in the field."

Balak's fear was that he would be burnt up in this manner. So as the Ox "licks" here refers to the licking of the flame.
